I was under the impression, as you are by the sound of it, that if it doesn't kick off then they should refund the money. Surely one for consumer law experts. You paid for a product that was not provided therefore a refund is applicable.
If you are a Norwich fan it's unreasonable to expect you to accept vouchers for a rearrangd fixture and to have to travel a long way again.
