This all comes down to the grass-roots of the game - some clubs at the 'top' of the English league think they are bigger than the country they are in - hence the disdain shown for the 'lower' clubs and the 'lower' competitions like the league and FA cups.
It IS a disgrace.
All the Premier teams (espcially the 'top' ones - including Liverpool, Man U, Arsenal, Chelsea etc.) should be providing more money for the future survival of the game.
Good luck - cos it isn't going to happen with certain influential people from certain clubs more or less running the F.A.
