the only guarantees I can probably give you are that however they are sold or allocated, it will be a shambles and you will have much better luck if you happen to work for one of the corporate sponsors and have no interest in football whatsoever.
I would check with FIFA at FIFA.com or with the FA (at Lalaland.com)...
