Getting tickets for away games in Europe

Can anyone explain to me what the situation is regarding getting tickets for away games in Europe.
A few years ago most clubs e.g. Man U, Leeds, would only let you have a ticket if you bought an official travel package. But as I recall a Manchester based travel agent challenged the legality of that under "unbundling" legislation. So for a while you could get tickets without being ripped off with an overpriced travel package. But now at Leeds and maybe elsewhere, their travel club gets priority over tickets. So you could be a season ticket holder, for too many years to remember, who wants a ticket, but find yourself further back in the queue than somebody who joins the Leeds membership scheme on a Monday, books a corporate package on a Tuesday, gets a ticket to see Leeds play for the first time in his life on the Wednesday.
So does anybody know the detail of how the law applies to this situation, and what if anything can be done about it?
